At a community meeting to discuss employment opportunities for minority residents of New Rochelle, attended by many prominent elected officials, questions were raised about a 2008 document filed by the City of New Rochelle with the U.S. Department of Housing and Urban Development that may violate both federal law and a federal court order or both.
