NEW ROCHELLE A 4-mile delay was reported northbound at 8 a.m. Monday on the northbound Hutchinson River Parkway between the Cross County Parkway and Exit 19, Wilmot Road, New Rochelle, where a disabled vehicle was along the shoulder.
