Joshua Monsanto, 21, of New Rochelle, NY was arrested early Saturday morning in the Washington Heights section of Manhattan along with a passenger in a car driven by Monsanto, Hugo Rodriguez, 19, of the Bronx. The pair were charged with attempted murder, criminal use of a firearm, criminal possession of a weapon and reckless endangerment.
