Leica Jo-Ann Williams was born on November 4th, 1953 in the Bronx, New York to her parents, Herbert Williams and Maud Spratley Williams. Leica graduated from Monroe High School in the Bronx, and then she attended Iona College in New Rochelle where she received an Associate degree in Social Sciences, specializing in health administration.
