NEW ROCHELLE, N.Y. -- Hundreds of balloons reigned down on hundreds of people at New Roc City's Fifth Annual "Ring in the New Year at Noon" event Dec. 31. The family-friendly celebration, a G-rated Times Square-like party geared towards families with children ages two to ten, featured face painting, arts and crafts, sports demonstrations, clowns, snacks, magicians and games along with lots of happy faces and revelry.
