NEW ROCHELLE, N.Y. After a series of budget review sessions and community workshops, the New Rochelle Board of Education has proposed a nearly $250 million budget that will be put to public vote next month. Superintendent Brian Osborne has presented an updated $249,782,641 spending plan to the board, marking a budget-to-budget increase of more than $4 million and a tax levy increase of 3.34 percent, under the cap.
