NEW ROCHELLE, N.Y. A former City Council candidate was arrested in New Rochelle on Tuesday and will face up to 20 years in prison on federal embezzlement charges. After being arrested by federal officials on Tuesday morning, John Earvin, 67, was charged with a felony count of wire fraud, which carries a maximum 20-year sentence.
