NEW ROCHELLE, N.Y. Some of the finest local art and artists will be in the spotlight this weekend, as the New Rochelle and Pelham ArtsFest returns to the area with a full slate of events highlighting creative culture. Each year, the New Rochelle Council on the Arts celebrates local art with special galleries, open studios, workshops, live music, tours of historic districts and a myriad of arts-based activities.
