NEW ROCHELLE, N.Y. A New Rochelle man was one of two who was apprehended over the weekend for his role in a shooting that took place in front of several plainclothes New York Police Department officers. Early Saturday morning, New Rochelle native Joshua Monsanto was stopped at a red light with his passenger, Hugo Rodriguez, 19, of the Bronx, when the two got into an argument with a pedestrian.
