New Rochelle Mayor Noam Bramson announced on his blog that he will deliver the State of the City address on March 5 at 7:30 p.m. at the Davenport Club. The New Rochelle Chamber of Commerce is sponsoring a cocktail hour at 5:30 p.m. and a dinner at 6:45 p.m. at a cost of $50.
