NEW ROCHELLE, N.Y. A New Rochelle man has been charged with assault stemming from a hit-and-run over the weekend. Martin Oliveros, 24, surrendered to police following a three-day search after a 37-year-old Bronx man was struck near the intersection of North Avenue and Quaker Ridge Road on Saturday morning following an altercation.
