NEW ROCHELLE, N.Y. George W. Bartels, former New Rochelle assistant to the city manager, died on Jan. 16 in his home in Pompano Beach, Fla. He was 94. Bartels was born on April 14, 1920 in New York City, to Henry and Isabella Bartels.
